Responsibilities

Manages and directs resources and overall operations of a technical staff or organization, comprised of one or more directorates to ensure program continuity from concept design through development, deployment, and operation and to ensure adequacy of support to the customer organization. Manages organization planning, staffing, coordination, and performance. Acts as key interface between contractor management, customer management, and corporate executive management. Advises senior government program management in all areas of responsibility.

Key Functions

Subdivision lead for organizational strategy, budget control, staffing, succession planning, workforce needs, personnel development, customer interaction, and technical positions.

  • Anticipate the customer's future needs and create an agile work force that can respond.
  • Provide leadership for setting goals and direction, mentoring, providing critical feedback, and coaching aimed at developing an agile technical staff and staff development.
  • Set organization structure, guide staffing, develop and grow the management team.

Maintain subdivision focus on imaging payload development, performance evaluation, prototyping, and exploitation.
  • Work with customers to understand their hard problems and develop novel new solutions.
  • Enhance subdivision so they can serve as a corporate thought leader on remote sensing mission design, performance, concept development and risk reduction approaches.
  • Ability to work across organizations to build broad-based technical teams.

Develop strategic direction to maintain and increase subdivision impact to all customers.
  • Position subdivision to be a critical resource for development of future, space situational awareness, imaging and weather systems.
  • Develop division objectives and strategy consistent with the corporate goals, customer expectations, and provide direction and planning for achieving strategic goals.
  • Work with subdivision managers and customers to establish future research and technology priorities.
  • Ensure timely support to all customer programs developing, deploying or exploiting remote sensing imaging payloads.


Qualifications

Required
  • Current and active Top Secret/SCI government clearance.
  • Advanced degree in remote sensing, optical engineering, image science, image processing, astronomy or a field closely related to sensor design, prototyping or remote sensing exploitation.
  • Subject-matter expertise in at least one of the technical areas encompassed by the subdivision (optical engineering, focal-plane technology, image science and image processing).
  • Substantial managerial experience and demonstrated ability to lead multi-disciplinary teams.
  • Minimum 10 years of relevant experience with remote sensing payload development.
  • Strong interpersonal, verbal and written communication skills for interactions at all levels.
  • Proven ability to establish and maintain effective working relationships with customers and contractor community.
  • Demonstrated management skills across budget, staff development, planning, and customer interfacing.


Preferred
  • Strongly prefer hands-on experience developing or using hardware in a technical area similar the ones addressed by the subdivision.
  • Strongly prefer demonstrated ability to lead remote sensing hardware development teams.
  • Strongly prefer experience with intelligence community customers.
  • Two years minimum program office experience.
  • 15 or more years of progressively responsible professional engineering/scientific experience.
  • Ability to support moderate travel, as needed.
  • Proven ability to establish and maintain effective working relationships with customers and contractor community.
  • Demonstrated management skills across budget, staff development, planning, and customer interfacing.
