Responsibilities

MILSATCOM Cross Program Engineering and Operations Directorate which includes the following Departments: Systems Engineering and Future Programs, Operations and Sustainment (Colorado Springs), and Cyber and Systems Effectiveness. The directorate is responsible for providing direct support to the MILSATCOM (SMC/MC) Enterprise Chief Engineer, Future Programs Chief, Sustainment Chief, 4SOPS commander, as well as providing support to all development program chiefs in cyber/crypto and system effectiveness ('ilities' and parts material and processes). The System Engineering group also provides support in the following areas: satellite-based communication architectures, operational capabilities-based integration, requirements and interface development and management, terminal program engineering and planning, cross-program engineering, test planning, spectrum management, risk management, acquisition, and contract technical oversight. The Future Programs Group is focused on resiliency, Combat Cloud definition and implementation, and Science and Technology (S&T) planning and experimentation.

The Principal Director's responsibilities include leading and planning department interaction with numerous internal and external stakeholder organizations, including COCOMs, AFSPC, DISA, NSA, SMC/EN, the Joint Terminal Engineering Office, other FFRDCs, MILSATCOM management boards and working groups as well as contractors. Current MILSATCOM programs supported include DSCS, MILSTAR, Advanced EHF, Enhanced Polar System, Wideband Global SATCOM, Protected Tactical programs, Evolved Strategic Satcom. Additional responsibilities include support of MILSATCOM Systems Engineering and Architecting, Operational Capability Integration and Test, Joint Terminal Engineering Office and Presidential and National Voice Conferencing. Management responsibilities include ensuring that the organization's capabilities are sufficient and effectively applied to meet MILSATCOM enterprise and program needs, and to provide opportunities for technical growth and development of team members. This includes mentoring staff, career development planning, coordinating ETG support, budget management, maintaining cognizance of the department's activities.

Qualifications

Required
  • BS or higher degree in computer science, engineering, mathematics, physical science or equivalent with at least 15 years' experience
  • Experience managing an organization
  • Ability to attract and maintain high quality staff
  • Experience working with the Air Force/Government customer, development contractors, SE&I & SETA contractors, and other FFRDC team members
  • Ability to interact effectively with senior level Aerospace, government and contractor personnel
  • Experience in space systems acquisition, system engineering, architecting, and development
  • Experience giving technical presentations and writing technical documentation
  • Moderate travel
  • Current TS/SCI clearance


Preferred
  • Aerospace Program Office experience
  • MILSATCOM communications and user experience
  • Spacecraft and ground system hardware and test experience
