Responsibilities

Manage overall operations of the National Nuclear Security Administration (NNSA) Programs Directorate to ensure delivery of timely quality products and services to NNSA Defense, Defense Non-Proliferation, Nuclear Security and Nuclear Counter-Proliferation Programs. The NNSA is a semi-autonomous agency within the U.S. Department of Energy responsible for enhancing national security through the military application of nuclear science. NNSA maintains and enhances the safety, security and effectiveness of the U.S. nuclear weapons stockpile without nuclear testing; works to reduce the global danger from weapons of mass destruction, provides the U.S. Navy with safe and effective nuclear propulsion; and responds to nuclear and radiological emergencies in the U.S. and abroad. Customers include enterprise, project, and in-line engineering support to Life Extension Programs, Enterprise Mission Assurance, Space-Based Nuclear Detonation Detection, Proliferation Detection, Material Minimization, and weapons complex program management.

SUMMARY OF RESPONSIBILITIES

Establish and maintain key strategic relationships on weapons, technology, infrastructure, and non-proliferation/counter proliferation programs, supported by national security laboratories (LANL, LLNL, SNL) and key production sites (KCP, Y-12, SRNL and others).

Work collaboratively with Government, National Labs, Aerospace Civil Programs and Engineering and Technology Groups to deliver systems engineering, program assessment, mission assurance and engineering support to NNSA projects and programs.

Establish and focus NNSA Programs direction and objectives consistent with corporate goals and customer needs. Lead organizational, business development and execution strategy and planning to achieve organizational and corporate goals.

Establish organization's structure and recommend budgets, allocate resources and other financial priorities.

Act as key interface between senior customer management (SES and General Officer level) and corporate executive management. Work effectively with Program Development Directorate to develop business and scope new work.

Work effectively with ETG and other CSG directorates, as needed, to plan and execute tasks.

Assemble and direct teams to analyze, define, and satisfy customer needs.

Report organization technical activities, issues, and accomplishments to upper management, subordinates, and customers through briefings and written/oral reports.

Communicate goals to subordinates and supervision. Direct, assess, recognize, and reward efforts of subordinate managers and staff in achieving organizational goals and objectives.

Conduct hiring actions, succession planning, performance reviews, recommend salary actions, and recommend performance improvement, career development, training, reassignment, and other staff deployments.

Qualifications

BASIC QUALIFICATIONS

BS in Engineering or Physical Science required with Advanced degree preferred.

Minimum of 15 years relevant experience that includes program office management and technical leadership.

Proven ability to establish and maintain effective working relationships with all levels of customers, contractors and corporate staff. Credibility to advise senior government management in all areas of responsibility.

Experience with strategic planning and development of new business opportunities is desirable.

Extensive knowledge of the NNSA, national labs and production sites, mission, organization, policies and processes required.

Demonstrated initiative, independent action, mature judgment, outstanding verbal and written communications skills, excellent liaison and coordination capabilities, effective teaming skills, and ability to interact effectively with all levels of Aerospace, government, and contractor personnel.

Demonstrated abilities in organizational leadership, business growth, customer satisfaction, products and services development and delivery.

Demonstrable examples of technical leadership of nuclear weapons complex activities and clear ability to assemble and direct teams.

The ability to effectively present results and recommendations to senior-level Aerospace and customer management is vital.

Ability to travel.

Ability to be cleared TS/SCI/CNWDI and/or Q.

PREFERRED QUALIFICATIONS

A broad background in weapons programs and non-proliferation programs is preferred, including product and process experience in all phases of the acquisition lifecycle.
