The Procurement Manager is responsible to manage direct reports and assign purchasing responsibilities.

Other responsibilities include:

  • Enables AFS to acquire Cloud Services, Software (on-prem, cloud, and SaaS), and Hardware on its own behalf and behalf of its customers under terms and conditions and pricing that are competitive in the industry.
  • Review, edit, and negotiate Contract documents to support acquisitions.
  • Engage with AFS programs to identify and acquire necessary solutions in a timely manner to help meet program timeline requirements.
  • Stays current on various cloud, software, hardware capabilities and related terms and conditions and pricing.
  • Manages vendor relationships.
  • Understands prime contract requirements that need to flow down to vendors.
  • Leads and directs assigned direct reports and who brings established and new tools and knowledge to further the mission of the organization
  • Supervisor/career counselor to assigned direct reports consistent with Performance Achievement guidance and tools; manages training growth and needs of said direct reports
  • Collaborates with program teams to meet Client project pre-award and post-award procurement needs (identification of requirements, BOM management, and delivery schedule) consistent with applicable Federal regulations (FARS, DFARS, and CSPR); Owns relationship with CAL and other MDs on the programs and Commercial Directors and works consistently to further develop those relationships
  • Collaborates with CIO/TGP/Others to meet procurement needs for AFS
  • Develops and maintains vendor relationships
  • Negotiates complex agreements including the research of contractual terms and conditions, applicable laws and/or other regulations as needed to provide market intelligence to clients as requested
  • Ensure team provides information regarding the procurement actions to program teams (status, compliance, modifications); Prepare ad-hoc reporting and assist with special projects, as required
  • Identify and participate in opportunities to continuously improve training, methodologies, tools, and skills
  • Assign and maintain workload for buying team both for pre-award (NDA/TAs, proposal quotes and support and for post-award - PO/CO/agreements)


Qualifications
Basic Qualifications:

  • U.S. Citizenship required
  • Bachelor's degree
  • Strong Management skills
  • People Development skills
  • Minimum 7 years procurement experience in a Commercial and/or Federal Government contracting environment
  • Contract drafting and negotiations
  • Experience in Procurement Management (Federal is a plus)
  • Experience in Procurement Compliance & Execution (Federal is a plus)
  • Customer Service skills
  • Communication/Collaboration skills
  • Effective Verbal Communications skills
  • Strong interpersonal skills
Preferred Qualifications:

  • Experience in Federal Procurement Regulations (FAR, DFARS, CPSR)
  • Purchase acquisition experience with Hardware, Software, Cloud Services
An active security clearance or the ability to obtain one may be required for this role.
