Job Description

The Military Division (Massachusetts National Guard) is seeking a professional for the role of Program Coordinator III in Ayer, MA. The selected candidate for this role will be responsible for preforming service center technical specialist/advisor for all mechanical installation & construction, mechanical, operational & maintenance and other building service-related needs. Assignments usually involve several projects in different stages of construction at any one time and in multiple buildings, both Government owned and leased. This integral role knowledge of a wide range of building management principles, concepts, and practices as well as a thorough understanding of building tenants and customer agencies' need and ensures the needs of the Military Division are met.

The ideal candidate will have experience knowledge of the building operating parameters and knowledge of the laws, building codes, regulations and agency policies and procedures governing facilities management.

Duties and Responsibilities (these duties are a general summary and not all-inclusive)

  • Working knowledge of heating, air conditioning, construction, and general building maintenance
  • Collect, review, and input project and buildings systems data into computer system and audit output data.
  • Ability to integrate facility needs to identify and translate those requirements into asset recommendations for assigned buildings that optimize building functionality, usefulness and overall operations.
  • Maintain office project and facility operations files to include, daily reports, and other documents as necessary.
  • Perform routine sustainment, restoration, and modernization of all components & systems of facilities managing.
  • Coordinate & supervise construction projects at the facilities being managed.
  • Integrate exceptional customer relations with soldiers & civilians being managed & communicate facility needs and provide expert judgment on resolutions to all sustainment, restoration, modernization, work order and project facility.

ABOUT OUR AGENCY

The Massachusetts Guard has a unique dual mission, with both federal and state responsibilities. During peacetime, Guard forces are commanded by the Governor through the State Adjutant General. The Governor can call the Guard into action during local or state-wide emergencies, such as storms, floods, blizzards, and civil disturbances. In addition, the President of the United States can activate the Massachusetts National Guard to participate in federal missions. The Massachusetts National Guard's mission is to be trained and ready to provide units that can mobilize for any contingency, at home or abroad. The National Guard is one branch of the U.S. Armed Forces. The Massachusetts National Guard consists of both the Massachusetts Army National Guard and the Massachusetts Air National Guard. We are composed of full-time and part-time Soldiers and Airmen, as well as civilians, who together serve the Commonwealth and country.

Qualifications

Required Qualifications

• A minimum of 1-year in specialized experience in providing independent and varied technical assistance on complex building operating systems, construction projects and contract oversight for moderately complex projects.

Desired Essential Skills and Qualifications

• Knowledge of a wide range of building management principles, concepts, and practices as well as a thorough understanding of building tenants and customer agencies' needs.

• Knowledge of the building operating parameters (systems and equipment efficiencies, profitability, etc.), coupled with GSA and customer business requirements.

• Knowledge of the laws, building codes, regulations and agency policies and procedures governing facilities management

• Ability to apply technical report writing knowledge to prepare technical and general reports and to prepare and use charts, graphs, and tables.

• Knowledge of contract administration, procurement regulations, procedures, and practices together with a technical knowledge of occupancy management and design and construction projects policies and processes.

• Ability to maintain accurate records.

• Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence.

• Ability to work accurately with numbers, codes and/or symbols.

• Ability to give oral and written instructions in a precise, understandable manner.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
